  1. Site Ground and Liquid Web may be the only acceptable VPS providers you have listed. Rest of them are “popular” (in their own weird way) but should not be there – pages have been written on the reasons.

    Cloud hosting shares underlying resources and the main benefit is supposed to be taking away a single point of failure, which is, the server hardware. Typical VPS / dedicated servers are on the same hardware, which can lead to downtimes if not managed ‘properly’. Technically they can share hardware too, but those kind of setups are hard to maintain because of costs.

    Respected VPS providers (managed or unmanaged) have a good backup/recovery system (that actually gets tested). There is a degree of virtualization in place and it should be a fairly quick recovery unless there are exceptional circumstances.

    Licenses may not play a big role in the costs – do you have a reference for that statement? Either licenses are baked in the plan, or you bring your own (BYOL). The underlying virtualization system may not add a lot to the costs for a typical, non-enterprisey host.

    If one believes that they have a genuine case for cloud hosting, one must consider fully managed app hosting providers (e.g. plans with Siteground, etc for WordPress, providers like Acquia for Drupal).
